Since April 1, 2009, by reviewing and auditing thousands of pages of CEDA (pronounced "see-da") internal records, AOC has uncovered what appear to be schemes employed by CEDA to generate revenue, as well as conflicts of interest and examples of CEDA employees benefitting personally through the exercise of official power. The gravity of these egregious acts range from abuse of official power to potentially punishable offenses, including:

The head of Inspection Services benefitting personally from CEDA abatement actions.
Hundreds of apparent acts of Fraud and Forgery committed by CEDA management and staff.
Arbitrary/unfounded abatement actions.
Routine failure to notify property owners.
Denial of due process and right to public appeal hearing.
Excessive fines/penalties - preemptive liens are set to the full value of the property.
Direct contact with mortgage holder resulting in mortgage holder calling loan.
Excessive clean-up contracting; excessive scope of contracts including back-filling of pools.
